Lt. Gen. Frank Klotz addressed the issue of international partnerships in national security space. He reviewed the progress that has been made in the civil and commercial space sectors, mentioning the International Space Station and various science missions as examples that illustrated the potential for cooperation. In the security domain, the general noted that the U.S. approach made sense during the Cold War, but that the current geopolitical situation warrants a new approach. General Klotz listed the elements involved in building international cooperation in security space: shared education and training, exchange programs for military personnel, and joint exercises. Existing examples of cooperation on space systems include WGS, AEHF, and GPS end-user equipment. For the future, the general suggested that space situational awareness is an area with great potential for collaboration, as other nations are developing their capabilities.
